British Parliament Records Criticism of CAB3

British Parliament Records Official Criticism of Mnangagwa’s Power-Grab Constitution Bill

The UK Parliament has now placed on official record its deep concerns over Zimbabwe’s Constitutional Amendment Bill No. 3.

In Hansard from 15 April 2026, senior peers from across the political spectrum warned that the bill would strip Zimbabweans of their right to directly elect their president, weaken independent institutions, and further entrench ZANU-PF’s hold on power.

Baroness Hoey warned that the changes are “all anti-democratic” and linked them to a broader pattern of repression. Other lords described the proposals as showing “utter contempt for democracy” and “profoundly undemocratic”.

While the UK Government stopped short of outright condemnation and reiterated that the matter is sovereign, it confirmed active diplomatic engagement and acknowledged problems with the managed nature of the public consultations.

This debate comes as many Zimbabweans at home and in the diaspora continue to voice alarm that CAB3 represents a fundamental rollback of the democratic gains enshrined in the 2013 Constitution.

This article is based directly on the official Hansard transcript and reliable reporting on the bill’s contents. They are neutral in tone but clearly reflect the criticisms raised in Westminster.
